Who is the Deputy Governor of Delta state?
Background and education
The Deputy Governor of Delta State is Barrister Kingsley Burutu Otuaro. He was born on the 16th of April 1968 in Oporoza, Warri Southwest Local Government Area of Delta State. His parents were Mr. and Mrs. Napoleon Burutu Otuaro. His father hails from Okerenkoko in Warri South-West Local Government Area while his mother hailed from Burutu Local Government Area of Delta State.
Kingsley Otuaro completed his primary education at Asoro Primary School, Benin City in the former Bendel State where he got his Primary School Leaving Certificate in 1980. From 1981 to 1983, he attended Immaculate Conception College, Benin City. He completed his secondary education at Isaba Grammar School, Asaba, Delta State where he passed his West African School Certificate Examination in 1985.
After completing his secondary school education, he worked with Nisco Nigeria Limited as a Technical Support Staff at Jones Creek Flow Station in SPDC Northern Swamp Operations. He later worked for the Nigerian Dredging and Marine, Warri, Delta State as Deck-Hand in the Marine Department.
Barrister Kingsley Otuaro got admission into Edo State University (now Ambrose Alli University) Ekpoma in 1994 to study law. He completed his Law Studies in 1999/2000 with honours. After which he went to Nigerian Law School. He was called to the Nigerian Bar in 2005.

Political career
After graduating from the university, he was elected as the Chairman of Okerenkoko Federated Communities in the Gbaramatu Kingdom from 2000 to 2006. He used this opportunity to sharpen his leadership skills. During his youthful days, Barrister Kingsley Otuaro mingled a lot with the leaders and elders in the Gbaramatu-Ijaw Kingdom, and he drew a lot of inspiration from them.
While serving as the Chairman of the Okerenkoko Community, he also became the Managing Director of Bruz-Otus Nigeria Limited in 2004. He was appointed by His Excellency Chief James Ibori, the Governor of Delta State as the Special Assistant on Community Affairs to Delta State Governor from 2005 to 2007.
Before this appointment, he served as the Chairman of Warri Ijaw-Itsekiri Grassroots Peace Front. The Warri Ijaw-Itsekiri Grassroots Peace Front was a non-governmental program that led to the end of the inter-ethnic crisis in Warri on the 1st of June 2004. During this initiative, he worked with notable activists from Itsekiri like Hon. Daniel Reyenieju, the current Member of the National Assembly representing Warri Federal Constituency. He also related with Thomas Eyiritomi who is a prominent Itsekiri chief.
Barrister Kingsley Otuaro was also the secretary of the Federated Niger Delta Ijaw Communities (FNDIC) from 2003 to 2009. FNDIC is a non-governmental organization that was committed to the proper control and management of resources in Nigeria and the establishing of a proper democracy in Warri South-West Local Government Area of Delta State.
Barrister Kingsley Otuaro was appointed as a member of the Professor Sam Oyovbaire-led Delta State Technical Support Committee in 2008 by Governor Emmanuel Uduaghan. The committee was responsible for providing the Delta State Contingent to the Ledum Mittee Committee on the Niger Delta with materials.
The committee was so successful in carrying out their assignment that it was tasked with evaluating the strengths and weakness of other agencies and institutions owned by the government. These institutions include Niger Delta Development Commission (NDDC), Delta State Oil Producing Areas Development Commission (DESOPADEC), Community Development Committees (CDCs) etc.

Barrister Otuaro is a man of peace. This is as a result of his passion for seeking peace established in his community and country. Governor Emmanuel Uduaghan appointed him in 2009 as the chairman of the Delta State Rehabilitation Committee for the people that were internally displaced during the joint military task force organized against the Niger-Delta agitators in Warri.
He was appointed as the Commissioner that represented the Ijaw ethnic group on the board of the Delta State Oil Producing Areas Development Commission (DESOPADEC) from 2011 to 2012 and from 2012 to 2014.
In 2014, in his bid to learn and understand new ways to achieve a peaceful environment, he obtained a Master’s Degree in Peace and Conflict Studies from the University of Ibadan. After which he went on to implement the Okowa’s SMART agenda. An agenda that was built for the sole purpose of peace building.

Barrister Kingsley Burutu Otuaro is an Ordained Deacon of the Christ Embassy Christian Church. He is married to Engineer (Mrs.) Ebierin Otuaro and they are blessed with children.
