But an agreement could be put in place for the deal to go through.
Guardiola tried to sign Sanchez in the summer but had a final bid of £60m rejected.
The Chile superstar, 28, wanted the switch to the Etihad but both clubs could not reach an agreement at the time.
Many at City were surprised boss Pep Guardiola went for Sanchez in the summer, given that would mean dropping one of Sergio Aguero or Gabriel Jesus.
That pair have struck up a great understanding on the pitch this season, sharing nine goals among them.

Pundit and former Manchester defender Gary Neville reacting to the news of a Man Utd move for Sanchez said: "Should always be challenging for the best players in the world.
"I've not seen the Alexis Sanchez news, so you have given me something I haven't heard before, but, from that point of view, United, from a general perspective, should always be challenging for the best players in the world and bringing them in," Neville told Sky Sports News.
"Sanchez has been distracted at Arsenal for the last six months. His career at Arsenal, I couldn't say a bad word about him until two or three months before the end of last season.
He added: "I did feel he became distracted. Let's see how he performs this season at Arsenal. Ultimately he is still building up his fitness, he's still not in the team."
The Gunners host Doncaster in the Carabao Cup tonight September 20 with Sanchez likely to play a part.
